CLEEN Foundation Condemns Extrajudicial Killing of Ogidi Mena in Effurun, Delta State

Calls for Independent Investigation, Prosecution of Responsible Officers, and Police Reform

CLEEN Foundation strongly condemns the reported extrajudicial killing of Ogidi Mena in Effurun, Delta State. This tragic incident represents a grave violation of the right to life and raises serious concerns about the continued use of unlawful force by security personnel in Nigeria. Beyond the loss of one life, such actions have far-reaching implications for community safety, public confidence, and the integrity of institutions mandated to protect citizens. No circumstance justifies the deprivation of life outside the bounds of the law. Allegations of extrajudicial killings undermine public trust, weaken the legitimacy of law enforcement institutions, and erode the rule of law. Nigeria’s legal and constitutional framework is unequivocal: the use of force must be strictly guided by the principles of necessity, proportionality, and accountability. Where these standards are ignored, it not only constitutes a violation of human rights but also deepens the cycle of impunity that continues to challenge effective policing in the country.

We are particularly concerned about the pattern of excessive use of force and the apparent gaps in accountability mechanisms that allow such incidents to persist. Without credible consequences, these violations risk becoming normalized, further alienating communities and undermining ongoing efforts to build trust between citizens and security agencies. We therefore call for an immediate, independent, and transparent investigation into the circumstances surrounding the death of Ogidi Mena. Such an investigation must be thorough, impartial, and open to public scrutiny. Those found responsible must be held accountable in accordance with the law, without exception. Justice must not only be done but must be seen to be done.

In addition, we urge the relevant authorities to ensure that the family of the deceased is treated with dignity, provided with timely information, and supported in their pursuit of justice. This moment also calls for a renewed commitment to strengthening internal and external oversight systems, improving training on the lawful use of force, and reinforcing a culture of accountability within security institutions. Ultimately, safeguarding the right to life is the foundation of democratic policing. Incidents such as this must serve as a turning point toward meaningful reform, where the protection of citizens is not only a mandate but a demonstrated reality.

What Must Happen Now

  • Independent investigation: The Inspector-General of Police must order an immediate, transparent investigation by an independent body, not the police themselves. Findings must be public within 30 days.
  • Suspension and prosecution: The officer(s) involved must be suspended pending investigation and prosecuted for murder or culpable homicide if evidence supports it.
  • Victim compensation: The Delta State Government must provide adequate compensation to Mr Mena’s family.
  • Systemic reform: The Police Service Commission must accelerate body-worn camera deployment and independent oversight for all armed police operations.

Why This Matters

  • Every extrajudicial killing destroys trust between communities and the police. It makes witnesses silent, reporting rare, and cooperation impossible. It breeds the very crime that police claim to fight.
