Chigozirim Okoro

Teresa Chigozirim Okoro is a Criminal Justice, Security and Development Professional and currently the Programme Manager at the CLEEN Foundation where she leads the programme department managing teams and projects aimed at improving the effectiveness of security and justice sector institutions through human rights based approach and improved accountability. She had her education at the University of Nigeria Nsukka and a Masters of Arts in Development Studies at the Department of History and War Studies, Nigerian Defence Academy, Kaduna State. She is a Certified Human Rights Researcher, Advocate, Writer & Editor with the Human Rights Training Institute, Botswana, South-Africa. She is a Certified Project Development Manager; Certified LEAD, ISO & LEAD-Quality Trainer & Manager with the European Centre on Electoral Support (ECES) supported by the European Union. She is a Technical Committee Member of the European Union Funded Programme under the Support to Democratic Governance in Nigeria (EU_SDGN 1); a Technical Committee Member for Planning and Execution of a National Conference to review the 2019 and set agenda for the 2023 General Elections in Nigeria. She was a Technical Committee Member for the Development of the National Action Plan for Preventing & Countering Violent Extremism in Nigeria; Technical Committee Member for the Presidential Panel on Small Arms & Light Weapons in Nigeria and a Technical Committee Member on Justice for Children Forum established by the Federal Ministry of Justice and UNICEF with support from the European Union. She was a beneficiary of the Latin American Security and Defense Network (RESDAL) Training on Civil Society and Security Sector Reform in Africa held in Monrovia, Liberia.

Her technical areas of expertise and research interest includes: security sector reforms, democratic-governance; Election Security; national and transnational security challenges, with emphasis on violent-extremism, terrorism, insurgency, P/CVE, violent-conflict, organized- crime; state-fragility, gender-mainstreaming in Security Sector Reform, Public Safety & Security, Conflict Prevention, Management & Peace-Building, Police Reforms, Accountability & Development Studies. Chigozirim has several publications to her credit, with Prof Etannibi Alemika & Oluwole Ojewale, she co-edited CLEEN Foundation Security Threat Assessment for the 2019 General Elections in Nigeria jointly funded by the European Union and UK Department for International Development (Consolidated Report) Produced in 2020; With Dr Freedom Onuoha, Joachim Chukwuma Okafor & Dr. Oluwole Ojewale, she co-edited: Militarisation of the 2019 General Elections and Electoral Integrity in Nigeria (Commonwealth Journal of International Affairs, Volume 109, 2020). With Dr. Freedom Onuoha and Austin Iwar (AIG Retired), she co-edited Misconduct and Disciplinary Measures in the Nigeria Police Force, An Assessment produced in 2021 by CLEEN Foundation. With Ruth Olofin and Dr. Michael Ugwueze, she co-edited: Improving Accountability and Human Rights Compliance in Countering Violent Extremism in Nigeria produced in 2021 by CLEEN Foundation. She brings to bear 17years of experience in the sector in managing the programme department of CLEEN Foundation.
