LIST OF JUDICIAL PANELS TERMS OF REFERENCE FOR JUDICIAL PANEL MEMBERS
The panel has Justice Celestina Ogisi (retd) as Chairman and Omamuzo Erebe as Secretary.
Other members of the panel are:
Harrison Gwamnishu representing the youths,
AIG David Igbodo (retd),
Comrade Godwin Oyovweadjebore representing students,
Freedom Atsepoyi and Ambassador Eris Jewo–Ibi representing the civil society groups and
Nicholas Osadolor representing the Human Rights Commission.

DATE OF INAUGURATION
The panel terms of reference shall investigate cases of allegations of police brutality and extrajudicial killings. The panel has further called on citizens to come forward with complaints and memoranda stating the facts of alleged complaints of police brutality and related extrajudicial killings within Delta State as the judicial panel has three months from the date of its inauguration to submit its report and has the following terms of reference;
“The panel is to receive and investigate complaints of police brutality and related extrajudicial killings.
“The judicial panel will also evaluate the evidence presented as well as other surrounding circumstances and draw conclusions as to the validity of the complaints. The judicial panel will also recommend compensation and other remedial measures where appropriate,”
The panel was inaugurated on Monday, October 19, 2020 at the Government House, Asaba

PERIOD OF SITTING AND VENUE
Asaba seating days are Monday and Tuesday with about 10cases filed as at the day of report submission
Warri seating days are Monday, Tuesday and Wednesday
Though seating may also be cancelled if necessary.

HOW TO FILE PETITION
Each memoranda should be supported with photographs, video clips and other material evidence where available.
The notice also said each memorandum should state the name, telephone number and contact address of the petitioner, who will be required to give evidence before the panel.
It stated that the memoranda should be submitted in 16 copies to the Secretary, Judicial Panel of Inquiry on Police Brutality and Extra Judicial Killings, c/o Ministry of Justice Headquarters, 26 Ogbolu Onwuka Road, Asaba.
According to the notice, additional memoranda can be submitted at the zonal offices of the Ministry of Justice, while soft copies can be submitted by email at thejudicialpanelonpolicebrutality@deltastate.gov.ng.
