Stakeholder Engagement on SOP Design for Effective WAM in the BAY States

 

Poorly managed weapons and ammunition remain a critical issue in the North East. CLEEN Foundation, with support from the UNDP, hosted a two-day stakeholder engagement to develop Standard Operating Procedures (SOPs) for Weapons and Ammunition Management (WAM) in Borno, Adamawa, and Yobe (BAY) States. This region, severely impacted by prolonged conflict and insurgency, require robust mechanisms to ensure security and stability. The engagement brought together diverse stakeholders, including government officials, security agencies, community leaders, and civil society, each contributing unique perspectives and insights.

The primary focus was to establish clear, comprehensive SOPs that align with both national policies and international best practices. Key components discussed included inventory management, secure storage, and transparent record-keeping to prevent misappropriation and misuse of arms. Stakeholders emphasized the necessity of regular audits and monitoring to maintain accountability and the importance of capacity-building initiatives for personnel involved in weapons management.

The workshop responded directly to the security challenges in the region and was aimed at developing coordinated procedures to prevent arms proliferation and enhance state security efforts.
