CLEEN Foundation Commends the Council of State for Approving Increased Funding to the Police Trust Fund

CLEEN Foundation commends the landmark decision of the Council of State to approve an increase in funding to the Nigeria Police Trust Fund (PTF) from 0.5% to 1%. This policy adjustment represents a significant and commendable step toward addressing the long-standing resource gaps confronting the Nigeria Police Force. Furthermore, this bold move underscores a firm commitment to enhancing the capacity of the Nigeria Police Force and fortifying the nation’s security architecture.

While we celebrate this positive step, CLEEN Foundation urges continued focus on addressing adequate and sustainable financing, which remains a critical enabler of police reform and transformation. The increased allocation has the potential to improve the operational effectiveness of the Force, enhance accountability in resource utilization, and promote the attainment of a modern, people-centered, and democratic policing system in Nigeria. A motivated and well-remunerated workforce is essential for improved morale and effectiveness. Ensuring that personnel benefit from adequate healthcare, housing, and career progression remains vital for attracting and retaining dedicated officers.

CLEEN Foundation further calls on the relevant authorities to ensure that this funding increase is complemented by:

  1. Improved welfare and conditions of service for police personnel at all levels;
  2. Full internalization and implementation of the draft Police Regulations, which provide a framework for professionalism, discipline, and respect for human rights within the Force; and
  3. Investment in modern policing infrastructure and technology, including data-driven systems, forensic capacity, and community policing tools that align with global best practices.

As a civil society organization committed to promoting public safety, security, and justice in Nigeria, CLEEN Foundation urges the Police Trust Fund and other oversight institutions to guarantee transparency, accountability, and inclusivity in the disbursement and utilization of the increased resources. As an organization, we are committed to monitoring the use of the resources and provide periodic updates to stakeholders across board.

We reaffirm our readiness to continue supporting the Federal Government and the Nigeria Police Force in advancing reforms that strengthen public trust, uphold the rule of law, and deliver effective policing services to all Nigerians.
